I am sorry to say but it is nowhere mentioned in the official website of the KEAM about cancellation or refund of the allotment charges. So I cannot provide you with the correct information but if it is not mentioned it most probably won't be refunded.

You may try to contact the helpline numbers or mail them about your query and wait for their reply.
