Both university are relatively good on the basis of rating provided by various body.On going deep analysis you will feel Jaypee university is better as it has well developed labs and it has more number of faculties.It takes admission through jee mains score card while Chandigarh conduct own entrance test for admission.Average package if both is same I.e 3.5-4lpa.Rest on you ,if you have talent and you believe on yourself then of course you will get higher package.As highest package of both university for CSE stream is good which reflect if you have knowledge in your stream then sure you will get good package.For better package your communication skills should be good,your knowledge in programming should be good etc.Lot of companies visit college for placement.So don't worry about placement,if you want to  join chandigarh then you may because here also you will get opportunities for good package.
