A rank of 13000 is a good rank in obc category. Due to the competition increasing by the minute everyday, the need for scoring higher marks and scores keep increasing more and more. Hence, unfortunately the top nits and IITs would be tough to get into with this score for the computer science department. You might be able to get into computer science department into new NITs such as NIT Andhra Pradesh or NIT Pondicherry etc.

There are some other universities into which you have a good chance of getting into. Hence I would suggest you to apply for other universities. Computer Science Engineering is a course that is very much in demand and much sought after course and the chances are very low.  But due to the high competition it would be advisable to apply to other universities if you are focused on the specific department.
