I think there is a problem in your choice filling list. So,  you have to participate in the CSAB special round 2019 to get the best seat with your crl rank. But no one can predict the closing ranks. So, once you can check the previous year closing ranks for all NITs and IIITs and fill your choices in the special round counseling of CSAB 2019 then you can get the seat definitely. The closing rank for the colleges are based on the last years cutoff and difficulty level of the examination. Every year based on the number of students appling for the examination and difficulty level of examination cutoff changes. So may be due the same you were not alloted a seat in the institute. Moreover it also depends upon the number of seats left till the last round.
