The college offers the admission to the different courses on the basis of MHT CET . As it doesn't accept the JEE MAINS score, you can't apply or take admission on the basis of JEE MAIN score.
MHTCET have All India Quota as well but those are not for the Government or Government aided colleges. The MHTCET score will be valid for admission to the All India Quota seats in private engineering colleges. So as COEP a Government college you can't take admission in this college through MHTCET being an other state student as well.
