No, it is not possible to fill all the seats in first round of counselling itself. Only a certain percentage of seats will be filled in round 1. All the leftover seats after first round of counselling will be considered for round 2 and these seats will be filled in round 2. Seat allotment depends on the rank, category, preferences of college and cut off rank.
