yes definitely you can. students who have passed diploma in engineering may join bachelor of technology course starting in second year. however admission of lateral entry students of diploma degree holders is based on state wise lateral entry test or diploma score basis. like in west bengal there is JELET exam for lateral  btech admission in all west bengal government and private colleges. as in bihar there is bihar leet test conducts competent authority.
