see every year there are many students go for ms program in usa , canada and many other foreign countries. see studying in a foreign country does not assure you a job, you will go there by student visa and if you want to do job you need to have VISA permit. in india you can do biotechnology courses from reputed colleges and if you do it from nit or iit you will get a good placement after the course completion.
