As per the eligibility criteria for admissions in IIT and for appearing in JEE Advance, if your admission has been cancelled by the authorities in the reporting centre, you are NOT eligibile for JEE Advance next year. So, to answer your question directly, you will not be allowed to take JEE Advance next year due to your seat being cancelled by the authorities due to some reason. And to answer your other question, Yes top 20 percentile changes each year but yours will be always seen from the year you qualified the exam i.e if you qualified this year, top 20 percentile for you will always be of 2019 and for you it won't change.
