Cutoffs depend on the number of seats available, number of applicants, difficulty level of the exam , category , quota etc. Since you belong to general category, your rank of 37856 is not enough for government BDS seat. In Haryana there are less number of seats for BDS hence the competition will be high hence hence it is not possible to get  govt. seat especially since you are from open category. You may try for private colleges under home state quota.
