My brother got 23k rank in kiit and eligible for first round councling with this rank is there any chances to get CSE ?

as kalinga is one of the good college to get CSE you need get below 10k but you brother is unlucky its quite hard to get CSE while on the other han he can get branches like ECE,EEE, Mech
