Hello ,
Your brother is eligible to appear in WBjee 2021 as there is no upper age limit or no any attempts limit.
Canditate must have 17 year old on 31 December 2020 to be eligible for WBjee.however in WBjee for marine engineering upper age limit is 25 years.
Eligiblity-
He must passed 12th board examination or equivalent exam with maths , physics and chemistry/biology/biotechnology/computer science as compulsary subjects.
Score-he must secore 45% marks if belongs to general category in 3 compulsary subjects of 40% if belongs to reserved category.
