Since you need to complete 17 years by the 31st of December of the year in which you are giving the Neet examination
In your case you should still only be 16 and that you are not eligible to appear for Neet 2018 but may do so in 2019

Yeah. According to the neet ug official notification, you will be eligible for giving neet ug exam, only when you fulfill the minimum qualifying marks criteria for giving neet ug exam.

You would have sufficient age to give neet
Ensure that you have a pass certificate of class 12 and other documents You need to produce at the time of registration .
