You may give Neet 2020.But you cannot appear in 2019

No, you are not eligible yet.The Minimum Age Requirement is 17 years as on December 31, 2019.Also you will need to be 10+2 or equivalent with Physics, Chemistry, Biology/Biotechnology and English as core subject in both Classes 11 and 12 from a recognized board.
