To claim the domicile of any state a candidate either needs to have a permanent residence in that particular state or he or she should have passed the 12th board from the specified state.

So if you have a resident in Gujarat then your daughter can opt for domicile in Gujarat. Though your daughter has the domicile of Tamil Nadu as she has cleared her board exam from that state
