Yes EWS certificate can be issued by Magistrate, city mamalatdar or tehsildar. The important is the certificate of EWS that you got through the procedure. and you have to enter the certificate number mentioned at the top right corner while filling up any form through EWS quota. So do not need to worry about that as you have certificate issued.
