The cutoffs and percentiles for the same college change every year depending on a number of factors including the availability of seats in the successive rounds of counselling. Keeping this in mind, you can apply for the college and see how that works out for you. With your EWS rank, it is difficult to get into the top engineering colleges but try using the state quota if possible.
