yes , he can write it in 2020..a candidate can attain the long term after the complition of the intermediate for 2 times without dropping a year in betweenn.....since your friend had not dropped any year in the middle and performing in the eamcet for the second time he had the chance for applying for it..just go for it and all the best for his future.
