You have not mentioned about your friend's category and about all India quota or state quota.

If he/she is having Karnataka domicile then yes there is good chances for getting admission in Karnataka government dental college.

But if your friend is applying by all India quota then there is no chance as the cut off are usually around 500 marks in neet.

Your friend might have a chance to get a seat in ESIC Dental College, Gulbarga if we consider the last year cutoffs. You have not mentioned if he is from open category or some other. You can check the last year cutoffs if you visit the following link:
