Jamia Millia Islamia takes admission on the basis of JEE main rank and score. The eligibility criteria is for candidates to have scored a minimum of 55% in PCM in 10+2. Based on the data you provided, your friend's PCM aggregate is 49%. So unfortunately he won't be able to get a seat in Jamia in B-Tech.
