Hey Brijesh !!
Cut-off for Gate 2018 for CE for Obc category is 24.20 as u haven't tell your marks we can only tell you about colleges having percentile 24.20.
As your GATE score is very good you can take admission in :

IIT Bombay
IIT Delhi
IIT Madras
IIT Kanpur
IIT Kharagpur
