As far as i know, IIITs either are very good or bellow average. The old ones demand very good rank, while the new ones are not good at all. So, I don't IIITs will be a good choice.

Now, coming to NITs, you might get CSE in a NIT but i can't be sure about it's NIRF ranking. 

If you are so determined about your branch, then i would suggest you to search for alternatives. 

however, fill your preferences as per you requirements bcoz the counseling process is quite unpredictable.
