Your JEE Mains rank is liitle-bit high in OBC category to get civil or ECE branch in any good government college. But you may try in online counseling process and in a 2nd or 3rd round of counseling the chances of getting civil or ECE branches is high .

You may also get civil branch in  government-aided  autonomous colleges, the autonomous colleges are good for interactive education. If you are not able to get any government or autonomous college the then you must try for good private college, you can easily get civil or ECE branch in good private college.

There are a lot of factors in deciding a college. First of all JEE Mains Ranks can help to fetch  a seat in NITs, some state level colleges and CFTIs.

Again there is the factor of Home state quota.It is essential that you mention your Home state.

With a rank of 266114 it seems almost unlikely that you can get a seat in any NIT. But there are colleges at state level that you  might still be eligible for. And most importantly wait till the last round of counselling.

Also certain private colleges use JEE mains ranks.

And yes there is very low, almost no chance of getting admission into any nits or iiits.
But you can try for other private colleges.

I am sorry to tell you but there is no chance for admission in IT GGU, Bilaspur.

Based on previous year cutoff trends, it is very clear that you need to secure a rank of below 15000 to stand a chance for a seat in ECE or Civil branch for an obc candidate.
