Hope you are doing well. Yes you can get a college better than Sir M. Visvesvaraya Institute of Technology in either second or second extended round. After completion of first round of seat allotment, some students who are not satisfied with the seat will go for JEE or COMED-K seats and a vacancy of seat is created even in some top engineering colleges. These seats will be filled by the second or second extended round. So my sincere suggestion is to wait until second extended round of seat allotment for getting better colleges. Since you are an engineering aspirant and all the counselling processes be it of JOSAA, WBJEE, KCET they all have a step where you have to set your preferences of what colleges and branch you want to get in. According to that list you are alloted colleges, So it totally depends on what preferences you would have locked in. So i am assuming you would be inclined towaards the computer science branch as it is popular and i am giving you your chances of getting in some other colleges too. 

You can get into CSE branch of the same college. Well it totally depends on availability of seats as rounds pass by but it is quite probable that you might get CSE in sirMVIT. If you have any sort of Quota then it might help too. The chances of CSE in BIT or UVCE are not bright.
