The domicile is mostly based of the place of occupation of your father, his residential and designated state and to also on where you did your schooling.

Since, you completed your school in Delhi and also your mother works in delhi and you haven't mentioned anything about your father, so i believe your domicile state is Delhi not Himachal Pradesh.
