Its probably due to your low rank that you didn't qualify for any college vacancy available in spot round. The list is based on merit and only those are given preference who have better ranks. However, if you feel you should have been there, you can report to them personally or through phone. https://engineering.careers360.com/articles/upsee-merit-list

You can't go for counseling unless your name is there. Look for other options now.
