Dear Dharani, there is no eligibility criteria as such to attrnd All India Counselling. Once the NTA releases the score card and final merit list,  DGHS releases an official notification for All India Quota Counselling and cut offs for various Categories.  And qualified candidates can register and apply for AIQ counselling. When we say qualified Candidates, it is scoring the required percentile in NEET. At the same time the colleges also will release their AIQ cut offs for each Category and if you have that cut off, you can apply for AIQ counselling. And regarding getting a seat for 300 marks in OBC Category is difficult because the cut offs are usually high. Having said that, cut offs change every year and are dependant on various factors like no.of seats availble, no.of candidates appearing for the exam, top NEET score and difficulty of the exam.
