For reservation in any state other than the one in which the certificate is issued, you need to have a Central OBC certificate. In your case if you have Central OBC certificate then it would not cause any problem in getting reservation in Delhi University.

Talking about the NCL certificate, if that is issued in the state of Delhi, then that is valid for Delhi university and if it is issued by some other state then it is not because each state has its own OBC list. You might be in OBC category for one State and general for other.
