as you have got your domicile in haryana and also your domicile certificate of hariana, your obc ncl lies in haryana central list of obc's.

Almost every time when you applied for a college outside of your state you must have to have the OBC-NCL certificate issued by central government. Your state's certificate will not be of any help in the universities/colleges which lies outside of your state. Same is going to be the case with Delhi University for you.
