As you know admission to government medical colleges is based on NEET marks is done under two categories-All India quota(15%) and state quota(85%).
With OBC category and rank 102606, you might not get any government college through All India quota or state quota. But, you can opt for private colleges in your state. So I suggest you to fill online form of your state counselling and opt for private colleges.
