Yes surely you can get a free seat in BVSc but you have forgotten to mention the name of the exam in which you have got the rank of 17000. In most of the entrance exams a rank below 5k in BVSc Entrance tests (if you are from general category) will surely get you a free seat but with your rank it highly depends on which exam you are referring to.
