As you have 1751 which very well falls within the cutoff rank you have clear chances in getting a cse seat in NIE with or without snq quota. If you belong to any other category you have easy chance for getting cse NIE.  Having snq is favourable to you .so yes you wil get cse NIE with your rank and snq quota. Good luck!
