The last admitted rank in CS in 2016 was 7000, and in IT was 12000. Considering your rank of 18675 is very far so you might not get this branch but you can get Mechanical, Civil, Chemical engineering at VIT Vellore.

Yes you can get both of the branches but both of them in category 2 or 3 most probably.As the category increases corresponding Fee structure will increase by around 70-80K per annum.
So if you don't have any options left with you then you can go for it by paying a bit high fees.
