HBTU formerly known as HBTI is now an Autonomous Institute and an University.

Previously HBTU gives admission in its B.Tech courses through UPTU but from the term 2017-18, admissions are done through JOSSA counselling.

But this year university starts to conduct it's own counselling process , for B.Tech courses offered by University.

So your UPSEE rank doesn't matter because there is no counselling on the basis of UPTU.

Registrations for counselling on basis of JEE Mains starts from 12 June.
