greetings,

the payment failed and the money was already debited, this money in transit will be refunded to you but it will take time, a couple days at most Do not wait for the refund and make another payment if you can because as far as the IISER portal is concerned, your transaction failed and they have yet to receive the money to be able to generate the receipt.
