Hello Hina,
Your chances of getting a medical college with an AIR of 28,749 is almost nil, especially this year.
If we see the last years allotment list the last candidate to get a government medical college through all India qouta had an AIR  of 10449 and that candidate was allotted Mizoram institute of medical education and research, Falkawn.
And this year the cutoff has gone really high.
