Hello aspirant,
First of all many nant congratulations to your sister for her wonderful score in NEET examination.
As per your question i do understand your current state of mind.
With 406 score one cannot get a govt MBBS college but can get private or maybe through state quota.

This solely depends upon the state's applicants, total number of seats.
