Csab special round counselling is conducted by central seat allocation board, is organized for filling vacant seats in all nits, iiits, or gftis and iiest .

Now for csab special round counselling for nits, iiits, gftis, one must fulfill the basic eligibility criteria for participating in csab special round counseling :-

You must have given JEE Mains by securing a valid rank

If you have not got allotted any seat in JoSAA till 6th round, or didn't participated in JoSAA counselling or your seat is cancelled or you have withdrawn your seat, then you can participate in CSAB special round for NITs, IIITs and GFTIs 2020

If you have been allotted any seat in NITs, IIITs or GFTIs through JoSAA and retaining your JoSAA seat, then also you can participate in csab special round.

So, yes he can participate in special round counselling, if he hasn't got any seat in josaa till 6th round.
