Hello manseerat

For counseling at State level you need to apply for seperate counseling than all India level .

Your state will release a merit list seperately of all the candidates who have applied and on the basis of that you will be allocated state level w seats.

All those who do not apply for state level counselling will be excluded from the list that state prepares and hence not included in merit list
