It is very difficult to predict counselling results especially with these NITs which are not that much old. But going by the previous year trends, the civil branch in NIT Patna closed in around 15k for other state students, assuming you are eligible for home state quota the closing rank was around 18k after 7 rounds. In CSAB round also the closing rank for civil in home state quota is 39k general rank which is very far from your mentioned rank. You can look other NITs in CSAB round for civil, you might get something.
