Official website of ICT,mumbai says 100% reserved seats for state maharashtra in b pharmacy. Does that mean candidate appearing from Rajasthan isn't able to get admission in ICT?

Yes, indeed 100 % of the seats in the B.Pharma course program in the Institute of Chemical Technology, Mumbai is devoted to the state domicile aspirants which implies the students from Maharashtra state.
However, it is only for the B.Pharma course program and courses other than this possess seats open for all i.e., for students from other states.
