I think if one can compare two colleges on the following parameters -

1.    Location-Pec Chandigarh has location advantage over the later

2.    Infrastructure -Nit jalandhar have far better infrastructure over NIT

3.    Teaching faculty-It varies from branch to branch but overall Pec Chandigarh has better faculty

4.    Placement-For cse and ece branch nit jalndhar placement is very good. And for other branch its more or less same.
