Maybe they have found your certificates and other documents not valid and thus have found you not eligible which is the rare case and rest it maybe like you have chosen the option of fixing and not float and thats why your college shall be fixed and thus you are not eligible for the next round.

I have not done any mistake while filling counselling form and first time I have appeared in 2nd round
Not went for 1st
