I think you should choose your college on the basis of your priorities. IIT Jammu is a newly built college with not a lot of passed batches. However, here you can get an IIT tag which is a big deal in today's world. It can help you a lot in future.

In VIT, the infrastructure, faculties and even the way of teaching is very good. 

Both the universities have their pros and cons. You should choose according to your priorities.
