Hi there,

For any state the state of eligibility criteria is about 2 things:

If you have done 10+2 from that state that state becomes your home state in counselling, you can avail state quota of that state.
If you have the permanent residence proof for any state in your name or a similar certificate in your name then you can avail state quota of that particular state.
No state can deny it until further notice.
