There is no such criteria as free seat. However, a fees waiver may work if you submit a proof of low annual income. I suppose your rank to be of BVP CET, which means you might get a non-aided seat. The fees for the same non-aided seat is 1,02,000. If you get a seat through management quota, the fees is 2,18,000. However, by your rank you may not need to go for management quota.
