No,you do not need to pay the hostel fees or college fees at the time of counselling,you only have to pay the counselling fee for filling a choice and also for getting an allottment.

After being alotted you will be directed to the college on a particular date ,which is when you have to pay the fees you may ask for a bit of time if you cannot pay then ,but whether they allow it or not depends on the college management.

Anyways, you only have to pay the fees after the counselling is over and you are alloted a colege.
