Yes you can apply for ESIC Colleges in India through both the All India Counselling as well as the State Counselling (incase any of the ESIC Colleges fall in your domicile state). First the seats of these colleges have to admit students under 15% AIQ and then under 85% state quota after whic  if any seats are vacant those seats go to the IP persons quota.
