i am sorry to say by the 23 marks i hope you will have damm high rank let me tell you solution you can go for the colleges accepting the jee score collges like SASTRA , SATYABHAMA many more you can see the link get to know the colleges while its impossible to get the NITs and IITs by your mark

Sorry to inform you that you can't get admission to any NIT/Any Government Funded College. Since you must know that, Cutoff marks for JEE Mains for General Category Candidate is 74 marks and you have secured just 21 marks. So you are not even eligible for JEE Mains councelling.
