As you have got 78 Mark's in HPCET 2019, and as you have not specified your reservation category, I am assuming that you are from General category only. In that case, I would like to tell you that you have very less chance to get government college for B.Pharmacy but you can always apply for private colleges with your Mark's. You can get good private colleges.  I hope it answered your query
